Established in March 2017 by "Friends of We Chinese in America", which is an American, non-profit organization recognized by the federal government.

Dr. Yang Sheng, a professional well known conductor and musician, act as the Arts director and permanent conductor.

Ma Ping, the publisher of We Chinese in America publications, is the president of the symphony.
